Pixel 8 Pro Wallpaper Dimming Issue: 0% Doesn't Disable Completely & Slider Inaccuracy

I'm experiencing a strange issue with the wallpaper dimming feature on my Google Pixel 8 Pro running Android 15 Stable. The slider in Pixel Xpert doesn't seem to work correctly for lower dimming values.

Here's what happens:

* **0% Dimming:** Even when set to 0%, the wallpaper doesn't fully return to its original brightness. It's noticeably darker than when dimming is completely disabled.

* **Low Dimming Values (1-100):** The slider appears inactive when adjusting values between 0% and 100%. There's no change in wallpaper brightness.

* **High Dimming Values (Around 100%):** Setting the dial to around 100% results in a fully black wallpaper.

**Steps to Reproduce:**

1. Set a user photo as your wallpaper.
2. Ensure power saving or bedtime mode is disabled.
3. Open Pixel Xpert and adjust the dimming slider.
4. Observe the inconsistency in dimming behavior.

**Expected Behavior:**

The dimming slider should work accurately across all values, with 0% completely disabling dimming and higher values gradually darkening the wallpaper.
